  1. Be submissive to governing authorities. (Vv. 13–15)
    (Rom. 13:1–7)

    • The purpose of governing authorities.

    • The institution of governing authorities.

    • The motivation for submission.

      • For the Lord’s sake.

      • For your sake.

  2. Live as free men before all people. (V. 16)
    (Gal. 5:1, 13–14)

    • Live holy. (Rom. 6:17–18; John 8:34–36)

    • Live lovingly.

  3. Respect all men. (V. 17)
